Can't seem to create listing without External Product ID

I'm new to selling on Amazon. Created seller account 1 week ago and tried listing but can't seem to get through the external ID. I followed instruction and applied multiple ID exemption. Got approved but still gave me the same errors. (Note: I didn't have to fill any form, the system just said my exemption application was approved)

Fast forward to today, I got an email to verify my seller account so I did that and tried listing again. Still the same error but this time the link to apply for exemption doesn't show up when I click "I don't have a Product ID"

Do I need to pay for GS1 to get the GTIN to list on Amazon? It's expensive $150 for 10 codes.

Please help...

It looks like you are already approved for GTIN exemption for office products so you should be able to create a listing without a UPC or other product identifier. If you are still having this error can you please reach out to Seller Support with these details.
