How do I offer free returns?

I have attempted to offer free returns to all customers for any reason but customers continue to message me saying they are being charged. How do I fix this?

I have already changed this setting to no avail:

Hey

have you had a chance to check your Free Returns report to see if all your SKUs are properly enrolled? You can find this in your Return Reports.

However, I'd definitely recommend reaching out to Seller Support with some screenshots. They can take a deeper look at what's happening.
