Opening a second seller account in the same household
i asked Amazon if we can open a seller account for my wife and i got this response. So can she open her account and use the same address with me?

Correct. Opening a second account as the same address, using the same IP are red flags for suspension of both accounts.

I understand that you want US to translate Amazon's answer? It is rather clear:
Do you have a legitimate business need? For example you sell fishing lines and your wife wants to sell underware? Or do you own two separate companies selling different things?
But MORE important: is your actual account in good standing? If ONE account will be suspended, the other one will be it too.
So it's up to you to read and to understand Amazon's answer and to evaluate if you have a legitimate business need which would be accepted as such by Amazon. Only you know.
