I understand that you are trying to register in the Spain Marketplace.

Since you already registered you account I would suggest logging into the first marketplace and completing the verification process. Once successfully completed, you can expand globally by navigating to the sell globally dashboard. Spain is includled in the global selling program, you can read more about it here.

If you are still experiencing an issue being able to sign up for Spain Marketplace, I would suggest opening a case with Support for troubleshooting.

Alternatively, you can sign up for a new account, but that would have to be done with a new e-mail address. You can also set your US Marketplace to "vacation mode" once you are fully verified. The marketplace will be still under your account but won't be active.
