I think you are asking if you make claims about what something will do, and then declare that you did not make any claims is everything then okay?

Even with the disclaimer, there are rules about what can be said.
If there is any doubt in the legality of a label, Amazon is going to err on the side of restricting it, rather than assuming liability in case the packaging does not meet all requirements.
