What do you mean by you deactivated your account? Can you please explain? Do you mean you placed your account in Vacation mode?

If you have a Professional Plan, yes, Amazon will continue to charge the monthly fee even if you're not currently selling or making use of your account.

check under Settings (gear wheel) > Account Info, then scroll down. Under Your Services on the left hand side, does it say Professional or Individual? If it says Professional, change it to Individual and the monthly Professional Fee will stop.
