I have old unusual books one Im trying to list is Published by Stock but is NOT 'stock'
I have an old unusual book in French published by 'Stock' Press and I think this is causing it to need to satisfy the 'Stock' listing rigamarole of hoops needed to jump through if you are trying to sell 'stock' items - What?
What can I do since this book is not something that I can every say I bought 10 of them to satisfy something unnecessary?
Is this just something with this book and the publishing house?
Or am I going to run into a lot of this when I start listing my older rarer books?
Do I need to sell rarer books via Alibris or etc?

I doubt if you will have any success creating detail pages. Your only hope is to find existing detail pages.
However, I would not encourage you to put much effort into listing foreign language books on Amazon -- your energy and time would be better spent listing them elsewhere. If you currently sell on Alibris -- then yes list them there (unless they are down again)
