Cannot register for seller center account with my business email

I have been trying to register for Seller account using my business email address.

If I click on the register button I get a "Something went wrong. please try again later"

if I click on the login button i get "Not Authorized: We don't have a seller account associated with that email address."

I've cleared my cookies and cache. Tried a different browser also tried from different devices. I've talked to a total of 15 agents via chat and phone and no one can tell me what the issue is. Some have hung up in my face, other just disconnect the chat. I keep getting told that I need to access the seller center for the account that is having issues., how can I when that's the problem. I just simply want to set up an account using the same email that I use for my amazon business services account. Any advice?
