He says he can't and is asking us for an invoice.

Hi you will need to make your own invoice in PDF format and send it to him as attachment via send message to customer on their order.

You can use one of the online invoice generation tools, just google it and add your logo and details to create one.

For now, it is the seller's responsibility to provide a tax invoice to the customer on Amazon Australia. Make sure the order is processed first, and that the invoice reflects the total charged amount, not just your net earnings from Amazon.
You can create an invoice in Word or Excel, or use accounting software like Xero or QuickBooks. Include all required details like your ABN, GST registration, and payment date.
I hope Amazon Australia will improve this process soon. As a customer, when purchasing from Amazon directly, we can easily download a proper GST invoice from the Amazon app. Unfortunately, Amazon does not generate invoices for third-party sellers, which adds extra steps for us and may confuse customers.
It would be a great feature if Amazon could offer automated invoice generation for sellers too — this would save time and help build more trust in the marketplace. Many customers expect clear GST invoices.
