I have been trying to reactivate my account.
This is what I am dealing with for months after months.

1 government issued photo ID
1 bank account statement or credit card statement

I have given all those information and updated and nothing is expired but still I keep coming to the same problems. please help thank you.

Although it's not mentioned in what you've posted, have you checked that the credit card entered in your account hasn't expired? Since your account has been inactive, you may need to update that. Do so on the buyer side first, then select it on the seller side.
