Filing a claim with UPS
A customer says they did not receive the package even though UPS stated it was delivered.
So I filed a claim on the UPS website. Our Amazon account is attached to this UPS account.
I checked the part that says I shipped through a "3rd party e-commerce". Which they then asked for my email address.
So now the claim is approved and the details are being sent to the shipper. It says "Action Required" but it won't let me upload any documents and it's not entirely clear what happens next.
It does say details have been sent to the shipper. I'm assuming Amazon is the shipper and not me, correct?

So, did you buy the shipping from Amazon? If so, then the claim has gone to them, and you will not see any refund.

Amazon did address the issue of how to file a claim with UPS when using their Buy Shipping service a while ago. You can find the details at this Seller Help link. Scroll down to the UPS optional coverage heading, then read the procedure under "File a claim with UPS".
