Amazon’s policy on selling children’s toys in Australia

On Amazon Australia, all products or materials designed or clearly intended for use in play by children of 14 years of age and under are considered “children’s toys”.

Products are determined to be “children’s products” based on the following criteria:

  • Intended use: Is the ASIN to be used by children?
  • Packaging representation: Is the ASIN marketed towards children?
  • Age grading listed on the packaging for children 14 years of age and under?
  • Commonly recognised: Is the ASIN commonly known to be used by children?

How to obtain approval to sell children’s toys

Amazon’s policy requires all toy sellers to have the safety documents listed below. Upon request, you must promptly submit the required safety documentation from an accredited testing laboratory or organisation:

Different safety standards or testing may be required depending on type of toy being listed. Documentation from an accredited testing laboratory or organisation(*) is required to confirm that the product was tested and found to comply with the applicable standards listed in the following table.

(*) National Association of Testing Authorities (NATA) or ISO-17025 accredited

Toys are under Australian Safety Standards (ACCC mandatory standards)
Toys for children under 36 months AS/NZS ISO 8124.1: 2002 Safety of toys Part 1: Safety aspects related to mechanical as per Consumer Protection Notice No. 14 of 2003 on ACCC website
Toys containing lead and other elements (up to six years) AS/NZS 8124.3:2003 Safety of toys, Part 3 – Migration of certain elements as per Consumer Protection Notice No. 1 of 2009 on ACCC website
Toys containing magnets

Any one of the following safety standards:

  • AS/NZS ISO 8124.1:2019 Safety of toys Part 1: Safety aspects related to mechanical and physical properties
  • EN 71-1:2014+A1:2018 Safety of toys – Part 1: Mechanical and physical properties
  • ISO 8124-1:2018 Safety of toys – Part 1: Safety aspects related to mechanical and physical properties
  • ASTM F963 – 17 Standard Consumer Safety Specification for Toy Safety
as per Consumer Protection Notice No. 5 of 2010 OR Consumer Goods (Toys Containing Magnets) Safety Standard 2020 before 29 August 2021. From 29 August 2021, suppliers must only comply with the requirements in the Consumer Goods (Toys Containing Magnets) Safety Standard 2020.
Projectile toys

Any one of the following safety standards:

  • AS/NZS 8124.1:2019 – Safety of Toys – Part 1: Safety Aspects Related to Mechanical and Physical Properties
  • EN 71-1:2014+A1:2018 Safety of Toys – Part 1: Mechanical and Physical Properties
  • ISO 8124.1:2018 Safety of Toys – Part 1: Safety Aspects Related to Mechanical and Physical Properties
  • ASTM F963-17 Standard Consumer Safety Application for Toy Safety
as per the requirement in Consumer Goods (Projectile Toys) Safety Standard 2020 OR Consumer Protection Notice No. 16 of 2010 before 12 June 2021. From 12 June 2021, suppliers must only comply with the requirements in the Consumer Goods (Projectile Toys) Safety Standard 2020.
Aquatic toys

Any one of the following safety standards:

  • AS/NZS ISO 8124.1:2019 Safety of toys Part 1: Safety aspects related to mechanical and physical properties
  • ISO 8124-1:2018 Safety of toys – Part 1: Safety aspects related to mechanical and physical properties
as per Consumer Goods (Aquatic Toys) Safety Standard 2020 OR Consumer Protection Notice No. 2 of 2009 before 12 June 2022. Since then, the 2020 version must be applied
Electric toys

AS/NZS ISO 8124.1 or any other WW equivalent Toy Safety standards mentioned below

And

AS/NZS 62115 or IEC 62115 – Electric toys safety
Toys that are not under Australian Safety Standards (ACCC mandatory standards)
All other toys

Any one of the following toy safety standards, or any applicable part in below toy safety standards, based on your toy types:

  • AS/NZS ISO 8124 Safety Of Toys;
  • ISO 8124 Safety Of Toys;
  • ASTM F963-17 Consumer Safety Specification For Toy Safety;
  • EN 71 Safety Of Toys;
  • IS 9873 Safety Requirements For Toys;

How to submit the required documents for approval

In order to submit documentation for your ASIN(s), complete the following steps to start the application process:


  1. In Seller Central, click the Performance menu and choose Account Health.
  2. Under Product compliance requests, click Documentation requests.
  3. Click Provide documentation or appeal next to the product.
  4. Follow the steps to answer Is this an appeal? and complete the Submit required documents section

If an ASIN has multiple SKUs against it, document submission is required only once per ASIN to be approved.

Note: You certify that all materials that you submit are true, authentic and accurate. Amazon may remove your selling privileges for failing to meet these safety requirements. The detail page must contain images that confirm that the product(s) is (are) the same as the product(s) included in the images in the test reports.

Consequences for policy violations

Violations of Amazon’s policies for listing children’s toys on Amazon Australia may result in, but may not be limited to, the following actions:

  • Cancellation of the listing
  • Suspension of listing privileges
  • Cancellation of listing privileges

These potential consequences are in addition to, and in no way limited to, the consequences allowed by any agreement between Amazon and the seller. Amazon Australia reserves the right to make judgements in its sole discretion about whether or not a listing is appropriate.
