FBA Shipping Programs and Export policy

Note: Any Fulfillment by Amazon (FBA) related information on this page applies to sellers who sell internationally on the site. If you want to list and sell your products on any of our other marketplaces, go to Amazon Global Selling.

The FBA shipping programs and Export (FBA Export) allows you to fulfil orders of eligible products on to a mailing address that is not within Australia. At this stage, you will be able to expand your business to New Zealand without dealing with the complexities of selling internationally, at no additional charge or effort for you.

FBA Export enrolment

FBA Shipping programs and Export currently offers the following options:

  • Domestic: Only customers with postal addresses in Australia can order your FBA products.
  • New Zealand: Customers with postal addresses In New Zealand can order your FBA products.

Each seller account is automatically enabled for ‘FBA Export’ unless you disable this program. By participating in FBA Export, you authorise Amazon and its affiliates to determine to export goods out of Australia, including sign a commercial invoice on your behalf as required. This commercial invoice will itemise and describe the contents of the shipment and authorise brokers and other third parties to execute additional documents necessary for the export of your products.

For using FBA Export, please make sure that all FBA export-eligible products can be lawfully exported without any license or other authorisation, and they can be lawfully imported into, and comply with all applicable laws of, any FBA export-eligible country.

Your participation in FBA Export is subject to this program policy, the terms of the Amazon Services Business Solutions Agreement, including Amazon’s International Seller Rules, and Amazon’s program policies. You must exclude any prohibited products before you start selling with FBA Export.

In the FBA Export program, you use product listings in your Seller Central account to sell FBA export-eligible products to international customers shopping on Amazon does not charge an additional seller fee; however, standard FBA fees are applied.

Certain items are controlled for export under the laws of Australia, and other applicable countries. They cannot be listed for FBA Export. Typically this is because they:

  • Have a specific military use.
  • Have a dual civilian and military use.
  • Contain or are made from endangered/protected species.
  • Can be used for repression/torture.
  • Have cultural significance.
  • Contain substances that damage the environment/ozone layer.

How to edit your FBA Export settings

To check your FBA Export enrolment status or edit your FBA Export settings, click Fulfillment by Amazon under the Settings drop-down menu in Seller Central. You can edit FBA Export for Australia in the Export Settings page. You can choose to discontinue exporting your FBA products at any time by changing your settings on the same page or exclude an ASIN from this program by going to FBA Export: Exclude countries/regions per product.

Check for Export eligible products

For a list of products from your FBA inventory that may be eligible for FBA Export, go to the Reports tab and click Fulfillment, Under Inventory click Show more to access the Exportable Inventory report. You can check the list at any time even if you have FBA Exports disabled. We update this report periodically, so if you do not see any exportable products in the report currently, check back later.

This might change from time to time. It does not validate that your product complies with any laws applicable to its offer, sale, transportation and/or storage. You are solely responsible for, and must ensure that your products comply with all applicable laws at all times.

There are instances where products are indicated as restricted from international shipping on the above FBA Exportable Inventory report:

  • ASINs that cannot be shipped cross-border (ineligible exportability status): For more information on FBA products excluded from exports, go to FBA prohibited products.
  • ASINs Not Yet Processed (un-addressable exportability status): These are items that are awaiting review for an eligibility determination. We process new ASINs for eligibility once a month. Ensure that your product contains either a full product description or bullet point to ensure it is processed for eligibility in the next cycle.

Amazon generates a report that helps you identify your products that are eligible for FBA Export, fulfils your international orders, handles import duty and customs clearance where applicable, and ships your product to the international buyer’s address.

FBA Export and product distribution agreements

If you have concerns that distribution agreements may limit where your products can be sold overseas, you can opt out of FBA Export, restrict shipments to certain countries, or exclude specific products from the program. You can do this at any time and for any reason.

Exclude products or countries from the AU Shipping and Export program

You can opt out of FBA Export, exclude certain products from the program, or exclude countries and destinations from export to meet your business needs.

You may exclude specific ASINs from the FBA Export program from the FBA Export: Exclude countries/regions per product page. You will need to download the FBA Export exclusion file and follow the instructions in the file to exclude individual products from a country or region. You can edit, add, or remove products from the FBA Export exclusion list at any time.

You may exclude all your products from being exportable to any country by clicking Edit under Shipping Restrictions on the Export Settings page. Select the countries you want to exclude, and click Save.

FBA Export sales report

With FBA Export, international customers will be able to order your products that are eligible for the program.

To see a sales report for your FBA exports, go to the Reports tab, click Fulfillment, and in the left panel under Sales, click Amazon Fulfilled Shipments. You can see your FBA Export international orders by filtering the ship-to/delivery country. To access the report, go to Amazon Fulfilled Shipments report.

For API Sellers, the enumeration value is _GET_AMAZON_FULFILLED_SHIPMENTS_DATA_.

International returns for FBA Export

With FBA Export, Amazon provides fulfilment and customer service for your orders, including processing buyer returns. Amazon uses Amazon’s Return Policies to determine whether a unit is eligible to be returned. However, to ensure a great customer experience, Amazon will make case-by-case exceptions and accept returns for units fulfilled through FBA that may be past the stated return time frame.

When a buyer returns a product, the standard Amazon returns policy will be followed. If the returned product is received in sellable condition, it will be returned to the original seller’s inventory. If the returned product is not in sellable condition, Amazon will determine who is at fault (Amazon or the buyer) and make reimbursement according to the FBA lost and damaged inventory reimbursement policy.

The buyer must pay the return shipping costs if there is no product defect. If there is a product defect, the buyer ships the product back to Amazon's warehouse. Amazon will compensate the buyer for the actual return shipping cost.

Frequently asked questions

Which country/countries can I ship my products to?

At this stage, your products can be exported to New Zealand only.

If I sign up for FBA Export, will my FBA products be listed for sale on other Amazon marketplaces?

No. Your FBA products will only be available for sale on the Amazon marketplaces where you have listed your products via the FBA program.

Do I have to collect GST for items exported to New Zealand?

The price that you specify for your FBA products, as displayed in the price to the customer, must include all Australian taxes (including GST), where applicable. Amazon will adjust the final price payable by the customer to include all taxes including New Zealand GST and customs duties, where applicable, for the destination country (New Zealand).

If you are a non-NZ resident FBA seller, Amazon is responsible for the calculation, collection, and remittance of New Zealand GST on the sale and shipment of goods valued at NZD 1,000 or less. For goods valued greater than NZD 1,000, an estimate of the import fees (“Import Fees Deposit”) will be levied and used by the carrier or another agent to pay the import fees on your behalf (or the recipient’s behalf) to the appropriate authorities of the destination. The payment of import fees is the responsibility of the importer and is levied based on the laws of the destination to which the products are being shipped.

If you are a NZ resident seller, you are solely responsible for the calculation, invoicing, reporting, and payment of all duties, taxes, or other deductions. Consult your lawyer or your tax adviser.
